NHS England to pay premises development costs

Under new proposals outlined in the General Practice Forward View, NHS England could be expected to pay 100 per cent of the costs of new GP premises.

Currently, regulations state that the NHS can only contribute towards 66 per cent of funding for new premises. However, new plans are being considered to ‘enable NHS England to fund up to 100 per cent of the costs for premises developments’, by September 2016.

The document also recommends a series of short-term measures to relieve premises costs for practices including funding to cover stamp duty land tax for NHS Property Services Tenants and VAT, which is currently being charged by a practice’s landlord.

However, funding available to practices will need to be agreed with CCGs which must submit local estates strategies by the end of June 2016.

The Forward View states: “CCGs will agree the improvements that will be made so that buildings are used productively and provide the capacity and flexibility that is required. While there are some GP practices that urgently require improvement, there are buildings which are unused or underutilised.”
