An independent inquiry has reported that Liverpool Community Health Trust was involved in ‘appalling instances of staff treatment’ as it tried to hide a mounting series of problems.
A review panel, commissioned by the watchdog NHS Improvement, found instances of bullying and harassment at the trust between 2010 and 2014, as well as attempts to ‘conceal’ the extent of bad behaviour from outside bodies.
The report also highlighted how the trust, which specialises in providing care outside hospital, considered controversial plans for ‘significant staff reductions’ in order to save money, although the planned cuts were in areas ‘already being highlighted as a cause for concern, partly as a result of staffing shortfalls’.
The report is due to be published on 8 February but was leaked to the Health Service Journal early.
