Health panel proposed new NHS ring-fenced tax

A panel of health leaders have proposed a new ring-fenced tax to fund the NHS and social care to supply the NHS with an extra £4 billion on top of inflation for the next financial year.

The group, which includes former NHS England chief executive Sir David Nicholson and former chief executive of the Royal College of Nursing Peter Carter, has suggested replacing National Insurance with the new tax to close the funding gap. In addition to the £4 billion extra needed for next year, the panel also say that an additional £2.5 billion would be required for both 2019 and 2020.

Moreover, the panel also support the idea of creating an office for budget responsibility for health and a series of incentives to get people to save more towards their adult social care, as suggested recently by former minister Nick Boles.
