The new system will apply to all adults over 18 who have lived in Wales for over a year. People can still register to be a donor, although doing nothing will be taken as they have no objection to being a donor. A persons family and friends can still block a donation on the grounds that a loved one did not wish to be donor.
The Welsh government believes the change in law could lead to a 25 per cent increase in the number of people donating organs, which will go towards helping the 224 people currently on the waiting list.
Mark Drakeford, Health and Social Services Minister, said: ‘This is a day when we take a ground-breaking step in Wales, which will save lives.
’Over the last 20 years a great deal has been achieved in improving medical practice in the field of organ donation, but if we’re going to make further progress we need a leap in consent rates, and that is why we have changed the law.’
